We first had reports of this on 3rd April 2007 and had found a solution within 3 hours. It is caused by two Microsoft Windows Security Updates that are installed as part of Windows Update. Users running Microsoft Windows XP Home, Professional, Tablet and Media Centre Edition 2002 and having the Realtek Audio Chipset are affected. The hhctrl.ocx file that is included in Microsoft Security Update 928843 and the user32.dll file that is included in Microsoft Security Update 925902 have conflicting base addresses. This problem occurs if the program loads the hhctrl.ocx file before it loads the user32.dll file.

How to remove it?

The easiest way to solve this problem is to perform a windows update. (Start -> Programs -> Windows Update).

Alternative options are to update the realtek drivers. If you dont need the control application in the system tray then you could use msconfig to stop rthdcpl from starting up (although you could experience problems with audio).
